Monitoring devices that are in maitenance

I understand this maybe contradicting the concept but we have a requirement to track changes for devices that's been put in maintenance. The device has been put in maintenance simply we wanted to suppress SMS alerts that we have configured in the action policy we have assigned to the device.
The situation is that we get occasional WAN links down for unknown reason in the middle of the night and we do not really have control to fix it immediately until next morning when the remote office starts. To simply remove the inconvenience of receiving SMS alerts which we can't do anything about, we put the device in maintenance but this also means that any changes will stop to get recorded until it is out of maintenance. From the change management perspective, this is not good because we can measure when the particular link came back up. So what we hope is if there is any way foe WUG to continue recording changes but allows to suppress the alerts (or the actions assigned) easily and temporarily. (Other than 'unassign'ing the action policy which then task us to having to remember which action policy to reassign in the next morning.)

    thanks in advance
